Duties Description

Reporting to the Agency Head, the Chief Diversity Officer oversees the Diversity, Equity, Inclusion, Accessibility, and Belonging (DEIA) program within the Office of the Medicaid Inspector General. Specific duties include, but are not limited to:

Develop And Direct The OMIG DEIA Strategic Plan

  • Oversee the implementation of the plan as well as new programs, procedures, policies, and trainings to ensure compliance.
  • Facilitate and/or oversee and coordinate strategies to protect and promote diversity, equity, inclusion, accessibility, and a sense of belonging in OMIG’s workforce.
  • Ensure compliance with the requirements of the New York State Human Rights Law, the Americans with Disabilities Act, and all other applicable federal or State law, Executive Order, or other directives.
  • Work collaboratively with the Department of Civil Service to meet statewide goals.
  • Create metrics and measures to gauge program effectiveness.
  • Ensure that trainings, recruitment efforts, and other agency operations and programs are offered in a manner consistent with cultural, ethnic, linguistic, and spiritual norms, beliefs, and values.
  • Conduct ongoing dialogue with agency executive leadership team around DEIA principles; develop specific goals and make recommendations for integration of best DEIA/B practices into daily work life, recruitment/hiring/promotion/retention, and agency operations.
  • Develop and communicate or disseminate materials regarding agency goals.
  • Develop and design, or research and procure, training or other programming and materials to help create and maintain a culturally competent workforce.
  • Create awareness and education around DEIA/B principles and their incorporation into daily work life, and in response to specific agency needs.

Oversee Or Lead DEIA Advisory Committee(s)

  • Develop procedures and protocols for committee operations.
  • Conduct listening sessions and/or develop or oversee other forums and methods to solicit input and feedback into agency policies, procedures, and practices.
  • Analyze feedback and prepare recommendations to agency leadership for integration of changes into agency operations.

Supervise Equal Opportunity Specialist 2

  • Oversee preparation of annual reports and other reporting.
  • Participate in various committees and councils or remain apprised of developments within the DEIA/B community of professionals.

Work collaboratively with Bureau of Human Resources staff and other stakeholders; make recommendations or provide advice and guidance in responding to Reasonable Accommodations requests, allegations of discrimination, and other sensitive topics.

Qualifications

Minimum Qualifications

This is a position in the exempt jurisdictional class. As such no minimum qualifications exist. Preferred qualifications: bachelor's degree and six years of applicable experience. Three years of the experience must have been at a supervisory level; or one year of the experience must have been at a managerial level

Additional Comments

Full-time, exempt. Salary within the posted range will be commensurate with experience. This is an appointment to a position in the exempt jurisdictional class. All exempt appointments require completion of a background check prior to appointment, and completion of an annual Financial Disclosure Statement. Incumbents serve at the pleasure of the appointing authority, and the employment relationship can be altered at any time by either party.
