Right-of-Way Investigator II position in the Traffic Operations group of the
Right-of-Way Investigators play a crucial role in ensuring that the integrity of the public right-of-way is maintained for full use by the public, and any work or activities that occur in or adjacent to the public right-of-way are properly reviewed and permitted following Snohomish County policies, guidelines, and standards to not hinder access nor endanger the health or safety of the public. To fulfill these responsibilities, the Right-of-Way Investigator II:
- Receives, reviews, coordinates, and processes traffic control work zone and special event permit applications that impact travel on county roads and the public right-of-way.
- Processes WSDOT and other agencies construction permits and WSDOT turn back agreements.
- Reviews and researches right-of-way and easements for County projects that impact the public right-of-way.
- Communicates and coordinates with applicants, contractors, residents, and other county departments regarding traffic safety issues and public right-of-way encroachment complaints and provides information and guidance regarding right-of-way processes.
- Develops case documentation; researches records to determine property ownership, permit, and right of way history; locates legal descriptions and pertinent administrative and hearing examiner decisions; collects pictorial evidence to confirm violations and compliance requirements; and prepares written reports to summarize findings.
- Manages records by digitizing, archiving, and publishing them online.

- Knowledge and understanding of Snohomish County or other agencies' codes, ordinances, resolutions, guidelines, and regulations governing the permit application process, land uses, and the public right-of-way.
- A basic understanding of surveying principles and practices.
- Experience reading and interpreting legal descriptions.
- The ability to read and interpret a variety of maps, charts, engineering drawings, and blueprints.
- Strong customer service and conflict resolution skills and are comfortable working in a team environment.
- The ability to communicate highly technical information, both orally and in writing, to a variety of audiences.

About the Traffic Operations Section The Traffic Operations section is responsible for traffic data collection and management, traffic analysis and design, traffic investigations, road safety, and timing, maintaining, and operating traffic signals. Traffic Operations team members collaborate with staff from multiple county departments and divisions including Planning and Development Services, Program Planning, Engineering Services, and Parks to provide transportation data, information, insight, and expertise to ensure that the county's roads operate in as safe and efficient a manner as possible. Other divisional responsibilities include planning and prioritizing county road activities, performing environmental reviews of projects and keeping the public informed of Public Works' projects.

To administer and review right of way permits pertaining to temporary traffic control work zones, placement of objects or features within the public right of way, events and other right of way uses, using federal, state and local laws, engineering design standards and traffic operations practices. Processes WSDOT construction permits and turnback agreements.
STATEMENT OF ESSENTIAL JOB DUTIES
- Receives, processes, reviews, and coordinates right of way permits and transactions as defined by Title 13, such as temporary traffic control zone plans, also WSDOT Construction Permits, Turn back Agreements and complaints regarding encroachments with the public right of way.
- Prepares modifications of work zone traffic control plans and coordinates the review of complex plans with other traffic group staff.
- Recommend and implement policies and procedures; ensure that area of responsibility complies with applicable federal and state laws, regulations and guidelines and county ordinances, policies and procedures.
- Communicates and coordinates effectively with citizens and other County departments and divisions regarding right of way and traffic related issues.
- Prepares memos, and letters as required.
- Reviews work zone construction and traffic control plans in accordance with MUTCD requirements.
- Conducts site inspections for the purpose of fact finding regarding right of way permits, violations; encroachments and traffic control practices complaints. Makes determination of the validity of complaint by evaluating compliance with appropriate laws, codes, policies and standards.
- Develops case documentation; researches records to determine property ownership; permit and right of way history; locates the legal descriptions, and pertinent administrative and hearing examiner decisions; collects pictorial evidence to confirm violations and compliance requirements, and prepares written reports.
- Provides information and guidance regarding right of way processes; provides technical information regarding code compliance procedures; advises the public of violations and compliance requirements.
- Prepares and presents reports; motions and requests for admission as evidence, and give testimony on behalf of the department at public forums, and appeal hearings.
- Assists and provides technical assistance to the Prosecuting Attorney's Office regarding case pursuit and penalty assessment; provides case updates, and coordinates activities until case resolution is achieved.
- Performs related duties as required.
Minimum Qualifications Two (2) years of related experience, preferably in the areas of local government planning/community development or Public Works permit administration, permit processing, construction plan review or inspection, right of way acquisition or administration; customer service handling traffic related issues/complaints; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities.
SPECIAL REQUIREMENTS
A valid Washington State Driver's License is required for employment.

SUPERVISION
Assignments are generally broad in scope with opportunity for the use of experience, initiative, and independent judgment in solving most problems, although assistance from supervisor is available when especially difficult problems are encountered. Work is periodically evaluated by supervisor.
