General Description of Duties


Under the direction of the Police Chief, this position is responsible for performing law enforcement and public safety work in the protection of life and property through the enforcement of laws and ordinances. Employees in this classification perform work in varied law enforcement assignments such as motorized patrol, traffic control and enforcement, preliminary and follow-up investigation at crime scenes, provide first responder treatment to the injured, vessel patrol, and assisting in public safety education and community service programs.

ESSENTIAL JOB FUNCTIONS
  • Performs law enforcement patrol activities including, but not limited to, the following: arrests violators of the law; computer checks of property, persons, firearms, stolen equipment or wanted or stolen vehicles; assesses drivers' ability to operate vehicles; transports mental patients, prisoner or suspect; conducts felony stops; searches for missing, lost or wanted persons; separates persons involved in domestic disputes; conducts dwelling, building or grounds check; pursues vehicles; detains driver of suspect vehicle; responds to alarm calls; subdues resisting offenders using force where appropriate including deadly force; plans methods for making arrests; makes arrests; searches persons, places and things; performs crowd control activities when necessary.
  • Conducts law enforcement investigations including, but not limited to, the following: records identifying marks on vehicles, firearms and other objects; prepares, reviews and distributes BOLO reports of wanted notices; coordinates activities at crash, crime or investigation scenes; searches buildings or grounds for suspects; establishes identity of suspects; selects methods for conducting searches; collects crime scene evidence; transports evidence or property; protects or secures the crime scene; identifies person through records or pictures; shows possible offender photos to witnesses or victims; conducts live photo lineups; checks agency records; checks establishments for wanted or missing persons; gathers intelligence on known or suspected offenders; conducts interviews; interviews suspects; takes sworn statements and formal confessions; prepares written or computer generated reports; presents testimony and evidence in both civil and criminal court proceedings.
  • Interacts with the public by moving abused and battered persons to safe environments; obtains information on injuries to victims and suspects for reports; speaks before public groups; assists and refers mentally ill, indigent, and other persons in need; physically moves persons, vehicles and other property from unsafe locations; administers first-aid to sick and injured persons; administers CPR procedures on appropriate persons; provides security for special functions.
  • Performs traffic related activities including, but not limited to, the following: examines abandoned vehicles; investigates requests to tow away vehicles; informs vehicle owner of legal obligations or procedures regarding removal of vehicles; measures speed of moving vehicles; directs traffic on land or water; observes traffic for violations; conducts traffic stops; investigates and reports hazardous roadway or waterway damage; controls parking; issues summons, citations or warnings; verbally counsels offenders in lieu of arrest or citation; rescues or assists in the rescues of trapped persons; explains legal obligations to vehicle operators; conducts traffic crash investigations; provides information to persons involved in vehicle crashes regarding reporting and exchange of information procedures; administers field checks to drivers suspected of being under the influence of alcohol or controlled substances.
  • Operates a law enforcement vehicle, computers, radar units, radios, and other electronic and automated equipment.
  • Reads and comprehends legal and non-legal documents including the preparation and processing of such documents as citations, affidavits, and warrants.

Qualifications Education and Experience Guidelines


QUALIFICATIONS
Education and Experience:
High school diploma or equivalent; Associate's degree in related field preferred; no prior experience required; or an equivalent combination of education and experience.
Special Qualifications:
  • Possession of Certification as a Law Enforcement Officer by the Florida Criminal Justice Standards and Training Commission.
  • Possession of a valid, State of Florida driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
Knowledge, Skills and Abilities:
  • Knowledge of federal, state, and local laws, regulations, rules, and ordinances related to law enforcement operations.
  • Knowledge of the theories, principles, and practices of modern police administration, and law enforcement operations.
  • Knowledge of office administration practices, concepts, and automation applications.
  • Knowledge of municipal code, directives, and procedures and of city services and operations.
  • Knowledge and principles of customer service and telephone etiquette.
  • Skill in investigating, mediating, and resolving grievances.
  • Skill in dealing constructively with conflict and responding with tact, composure, and courtesy when dealing with individuals who may be experiencing significant stress.
  • Skill in the use of computers and software/program applications, e.g., spreadsheet and word processing applications, such as Microsoft Word, Excel, and Outlook.

  • Ability to read, understand, interpret, and apply complex policies, rules, laws, and ordinances pertaining to law enforcement work.

ADA COMPLIANCE
The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
