IT Security - Journey

This is a telework/hybrid position. Work may be performed anywhere within the State of Washington with a reliable internet connection. Travel may be required.

The Washington State Department of Corrections Information Technology team (IT) is searching a self-starting individual to fill the critical role of Disaster Recovery Analyst (IT Security - Journey)! As the Disaster Recovery Analyst, you will provide expert analysis and oversight of the Department's IT incident response (IR) program, IT disaster recovery (DR) program, IT business continuity program (BCP) and IT backup and recovery program.


This position works in the Cyber Security Unit (CSU) and ensures that DOC's network is safe and secure from any insider threat by using cyber security tools. In this role, you will be tasked with identifying and mitigating cyber incidents, disaster recovery plans, and backup and restoration of critical DOC systems.

The programs the Disaster Recovery Analyst supports are essential for the Department to maintain continued IT operations of mission critical systems at the time of a disaster and to recover the systems in a safe and timely manner. This is an excellent opportunity to put your team-work and collaboration skills to use as you will work with other stakeholders within the Department, Washington State and Federal agencies to ensure DOC has a sustainable backup and disaster recovery plan.

We are searching for an individual with extensive disaster recovery and cyber security knowledge and experience who can provide support with implementation, monitoring, and analysis of critical network security controls using network security application tools. This role contributes to the commitment of the Department to operate a safe and humane corrections system by ensuring the agency's network is safe and secure, and that in times of disaster/cyber-attacks, DOC will still have access to critical systems and data.

Duties

As a Disaster Recovery Analyst , some of your duties will include:
  • Assuming the role of Subject Matter Expert (SME) in administering the IT Disaster Recovery Program including:
    1. Leading the effort in coordinating stakeholders in the development and maintaining a comprehensive business contingency plans and validation methodology
    2. Collaborating with stakeholders to ensure that the Information Technology (IT) Disaster Recovery Plan is included in the DOC's Continuity of Operations Program (COOP)
    3. Participating in the Business Impact Analysis (BIA) in an effort to evaluate the potential effects of an interruption to critical business operations as a result of a disaster, accident or emergency
    4. Safeguarding data processing operations by identifying potential problem areas and single points of failure that may result in interruptions to critical data processing operations
  • Providing critical support for the Agency's Business Continuity Program (BCP) including:
    1. Providing IT Business Continuity planning documentation required to keep the Agency running during a period of displacement or interruption of normal operations.
    2. Scheduling meetings with the critical business units and support groups for the purpose of planning, directing, controlling and maintaining the IT BCP.
  • Tracking and mitigating Cyber Security incidents
  • Supporting the Electronic Records Discovery & Forensics Analyst with the identification, preservation, collection, and analysis of eDiscovery request for emails and mobile device text messages for possible litigation cases and stakeholders
  • Remaining current with cyber security trends through market research, forums, security webinars and news feeds

Qualifications

What we need (required qualifications):
  • An Associate degree or higher in computer science, information assurance or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent
AND
  • One year (1) professional IT experience, in a cyber- security awareness role
OR
  • A minimum of two (2) years professional IT experience, in a cyber- security awareness role
In addition to:
  • A minimum of four (4) years dedicated continuous work as an information technology technician.
  • A minimum of two (2) years cumulative experience in network or security log review on information systems in an organization with at least 1,000 employees or staff.
  • Knowledge of the National Institute of Standards and Technology's Risk Management Framework requirements.
  • Skills in creating policies that reflect system security objectives.
  • Knowledge in data backup and recovery procedures.
  • Knowledge, skills, and ability to conduct Disaster Recovery exercises that restores critical IT applications.

  • Bachelor's degree or higher in Computer Science or related field in information management, information security or cyber security from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA).
  • At least one of the following professional Level-2 certification as defined by the Department of Defense: 8570.01-M Information Assurance Workforce Improvement Program such as Security+, GSEC, SCNP or CISSP.
  • At least one of the following computing environment certifications:
    1. Certified Risk and Information Systems Controls (CRISC), Global Information Assurance Certifications - Certified Intrusion Analyst (GCIA) or,
    2. Certified Incident Handler (GCIH), or EC-Council Certified Security Analyst (ECSA).
  • Knowledge of new and emerging IT and information security technologies
  • Knowledge of relevant laws, policies, procedures, or governance as they relate to work that may impact critical infrastructure

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.


Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.


Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.


Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
